Commander is where Sliversmith earns its keep — sliver tribal is almost exclusively an EDH archetype, and the ability to generate tokens outside combat triggers matters when your opponents are packing sweepers. In Legacy and Vintage it's legal but irrelevant; no competitive shell there wants a two-mana artifact making 1/1s at sorcery speed. Modern similarly has no home for it. Sliversmith is a Commander card through and through, and it plays like one.
