Commander is where Slinn Voda, the Rising Deep belongs — ten mana is a reasonable ceiling in a format with Sol Ring, Selvala effects, and free-cast enablers, and a one-sided board wipe on a 10/10 is a legitimate late-game threat. In Legacy, Modern, and Pioneer it's unplayable on rate; no fair deck reaches ten mana, and the creature types don't interface with any supported tribal strategy.
