The effect is purpose-built for token strategies that go wide fast, and the multiplayer table gives you the turns needed to build the board before firing it. In Legacy and Vintage it's technically legal but irrelevant — the formats are too fast and too hostile to a four-mana artifact that does nothing the turn it lands.
