Skyward Eye Prophets drops a repeatable scry-and-draw engine onto a 3/4 flying body — every untap step, you look at the top card and can put it into your hand. Six mana for a creature that immediately threatens card advantage is reasonable, but the effect only pays off if it survives long enough to untap, which at 3/4 it often won't.

Skyward Eye Prophets is a Commander card through and through — the repeatable card selection scales well in a 40-life format where games go long enough for a six-mana creature to actually untap. Outside Commander, six mana for a 3/4 that draws a card per turn cycle is simply too slow; Legacy and Vintage have no interest, and Modern has long since set the bar higher for that slot. In Commander, it fits most naturally in Azorius, Bant, or five-color control shells that can protect it and abuse untap effects to fire the trigger multiple times per round.
