Skyswimmer Koi is a Commander card first and almost exclusively. The trigger condition — creatures with power 3 or greater — maps directly onto the kinds of battlecruiser threats and synergy-dense go-wide boards that populate the format, and the free 3/3 tokens compound quickly in a multiplayer game where you're getting multiple triggers a turn cycle. In Legacy, Modern, and Pioneer it's too slow and too fragile; four mana for a 1/1 body doesn't survive contact with the interaction density those formats demand. Pauper could theoretically support it in green stompy shells that routinely land power-3 creatures, though the four-mana entry cost is still clunky for the format's pace. Vintage and Oathbreaker are legal but irrelevant — Koi doesn't fit either environment's game plan.
