Skyscribing is a Commander card through and through — the Forecast mechanic is built for games that go long, and drawing three or four players each a few cards buys political capital that matters in multiplayer. In Legacy and Vintage it's legal but irrelevant; competitive non-rotating formats don't have room for symmetrical draw at this cost and pace. Oathbreaker is the one other home worth considering, where its group-draw can accelerate the game state in ways that favor spell-heavy strategies.
