In Commander, Skullscorch is a fringe card at best — the 'opponent chooses' clause scales poorly against three opponents, each of whom will take whichever mode costs them the least. Legacy and Vintage have the raw power density to make two-mana sorceries work, but those formats already have Hymn to Tourach for true two-card discard with no escape valve, so Skullscorch doesn't compete. Oathbreaker is the format where it fits most naturally, since the smaller life totals make the 4-damage mode genuinely threatening and the 1v1-adjacent pressure makes the choice harder for a single opponent.
