Skull Fracture makes an opponent discard a card at sorcery speed for one black mana — cheap, but sorcery speed targeted discard is one of the weakest effects in Commander. Three opponents means you're picking one card from one hand while the other six hands stay untouched.

In Commander, Skull Fracture is too narrow to justify a slot — targeted discard at sorcery speed does almost nothing in a four-player game, and the one-card hit rarely disrupts a table. Legacy and Vintage have access to far more efficient discard like Thoughtseize and Duress, which cost the same or less and operate at instant speed, so Skull Fracture sees no play there either. Oathbreaker shrinks the game to two players, which is the only context where a one-mana discard spell gets remotely interesting, but even there it's outclassed by cards with better timing or additional upside.
