Skull Collector gives you a repeatable hand-return engine for creatures — every upkeep, you're pulling something back from the graveyard at the cost of returning a creature from hand. The catch is mandatory and symmetrical, so it rewards decks that weaponize the bounce rather than just tolerate it.

Commander is where Skull Collector does its real work — the mandatory upkeep trigger becomes an asset in decks built around reanimation, enters-the-battlefield effects, or graveyard loops, and 100-card singleton means you're more likely to need that recursion. In Legacy and Vintage it's legal but invisible; the formats move too fast for a three-mana 3/3 with a slow, symmetrical engine. Modern has enough graveyard synergy to make the effect interesting in theory, but the competition at the three-drop slot is brutal and the symmetry is a real liability without dedicated support.
