Skitter of Lizards is a Commander card through and through — the mana investment it demands only makes sense in a 100-card singleton format where the game runs long enough to cast it for six or more. In Pauper it's legal but competes with far more efficient token producers at common. Legacy and Vintage have no interest in a sorcery-speed token sink when those formats reward instant-speed interaction and early pressure. Commander is the only context where Skitter of Lizards pulls its weight, and even there it belongs in a narrow range of decks.
