Skitter Eel is a Commander card, full stop. In the 99 of a Charix, the Raging Isle deck it earns its place as both a toughness-cost enabler and an evasion threat in the same package. In Pauper it's legal but competes with more efficient commons, and islandwalk is too conditional to build around outside a mono-blue sea creature shell. Legacy, Modern, and Pioneer all offer far stronger options at the same cost, so Skitter Eel never surfaces there in practice.
