In Commander, Skirsdag Flayer belongs in Human-tribal builds or any aristocrats shell that treats creatures as a resource — Teysa Karlov, Wilhelt, the Rotcleaver, and similar commanders generate the fodder that makes the activation trivial. In Legacy and Vintage it's unplayable; those formats don't need a two-mana activation to kill something when faster, cheaper options exist. Modern has enough Human synergy to make the card theoretically functional, but the activation cost is too slow for a format that punishes tap-out turns, so it stays out of competitive lists. Skirsdag Flayer's ceiling is squarely in Commander, and only in the right shell.
