In Commander, Skirsdag Cultist earns its slot only in dedicated sacrifice shells — decks running token generators or recursive creatures that treat each activation as pure value rather than card disadvantage. Outside of that context, four mana plus a creature is too much overhead when unconditional removal exists at lower rates. In Legacy and Vintage, it doesn't see play; those formats have access to faster, cheaper interaction that makes a four-mana activation window unworkable. Modern is similarly uninterested — the bar for creature-based utility is high, and Skirsdag Cultist doesn't clear it in any competitive shell. Oathbreaker offers the same narrow window as Commander: pair it with a sacrifice-matters planeswalker package and it performs, but it's a niche inclusion rather than a staple.
