Commander is where Skinthinner earns its slot, specifically in morph-tribal shells where the enter-the-battlefield trigger gets leveraged by Kadena, Slinking Sorcerer or similar payoffs. In Pauper it's legal and the removal is real, but unconditional destroy-nonblack creatures is harder to abuse without the morph synergy engine behind it. Legacy and Vintage have access to far more efficient removal at every point on the curve, so Skinthinner doesn't compete there.
