Skaab Wrangler taps all creatures target opponent controls whenever you cast a spell with three or more instant and sorcery cards in your graveyard — a punishing on-board threat that can lock an opponent out of attacking or blocking for entire turns. The cost is a two-mana 2/3 body that demands you've already built up a graveyard, meaning it does nothing the turn it lands in a fresh game.

In Commander, Skaab Wrangler slots cleanly into spellslinger builds that are already running cheap instants and sorceries — hitting three cards in the graveyard is a non-issue by turn three in those shells, and tapping down one player's board at instant speed is a meaningful political tool. In competitive constructed formats like Modern and Legacy it is not a serious consideration: two mana for a 2/3 with a conditional triggered ability can't compete with the raw power available at that slot. Pioneer has the same problem — the card simply isn't strong or efficient enough to earn a place in any tier strategy there. Skaab Wrangler is, honestly, a Commander card through and through, and a narrow one even there.
