Commander is where Sire of the Storm actually lives; it's a build-around payoff that needs a critical mass of spirit synergy to justify six mana, and tribal Commander shells provide exactly that. In Legacy and Vintage it's legal but completely irrelevant — the format's too fast and the effect too expensive for competitive constructed. Modern is the same story: a six-mana do-nothing-until-next-spell threat doesn't survive contact with the format's removal density. Oathbreaker could theoretically support it in a spirits shell, but the 20-life clock and tighter card counts make the mana investment harder to recoup.
