In Commander, Silverquill Command punches above its mana cost because the format's multiplayer math makes the drain mode — which hits one opponent and pads your life total — more relevant than it would be in any 1v1 context. Outside Commander, it struggles: competitive Modern and Pioneer lists rarely want a four-mana spell with no single mode that dominates the board, and Legacy has enough raw power that modal value cards at this rate don't make the cut.
