Commander is where Silvergill Mentor actually lives — Merfolk tribal is a real archetype there, and the effect scales directly with board size in a way that multiplayer rewards. In Modern and Legacy, dedicated Merfolk decks exist and are competitive, but they're tempo-focused and lean on lords that cost two mana, not four; Silvergill Mentor is too slow and too conditional to crack those lists. Pioneer and Standard Merfolk builds face the same ceiling: four mana for a non-lord that requires a critical mass of creatures already in play doesn't clear the bar in 60-card formats where each card has to pull weight immediately.
