Silverfur Partisan turns every instant and sorcery that targets your Wolves or Werewolves into a free 2/2 — the more your spells interact with your own board, the faster the token pile compounds. At three mana for a 3/3, the stat line is fine; the passive is why you're running it.

Tovolar, Dire Overlord already wants a critical mass of Wolves to trigger his card draw engine, and Silverfur Partisan turns every pump spell or protective instant targeting that pack into additional Wolf bodies — each new token feeds the next Tovolar trigger.

Silverfur Partisan is a Commander card first and foremost — the tribal payoff requires a dedicated Wolf and Werewolf shell that only EDH gives you enough room to build properly. In Modern or Legacy, three mana for a 3/3 with a conditional token ability doesn't compete with the raw efficiency of those formats, and a Werewolf deck isn't a serious archetype in either. Pioneer is legal but the same problem applies: the payoff is too slow and too narrow without tribal infrastructure to support it. Stick to Commander, where Silverfur Partisan has a real home.
