Silverfur Partisan is a Commander card first and foremost — the tribal payoff requires a dedicated Wolf and Werewolf shell that only EDH gives you enough room to build properly. In Modern or Legacy, three mana for a 3/3 with a conditional token ability doesn't compete with the raw efficiency of those formats, and a Werewolf deck isn't a serious archetype in either. Pioneer is legal but the same problem applies: the payoff is too slow and too narrow without tribal infrastructure to support it. Stick to Commander, where Silverfur Partisan has a real home.
