The ceiling scales with your land count, but the floor is whatever you can pay on any given turn, making it a flexible alpha-strike finisher in mono-red or land-heavy aggro shells.

In Commander, Siege of Towers is a one-sided finisher that rewards mono-red land-heavy builds — swing with a mountain range on turn eight and opponents either have a board wipe or they don't. Legacy and Vintage are too fast and too interactive for a sorcery-adjacent effect that requires mana investment scaling with land count; it doesn't see play there. Modern has better ways to close games in red, so Siege of Towers sits on the fringe at best.
