Sickle Dancer is a Warrior-tribal card first and a creature second, so its home is Commander decks built around that creature type. In the 99, it earns its slot under Najeela, the Blade-Blossom or Saskia the Unyielding Warrior builds where attacking with multiple Warriors every turn is the default game plan. In Pauper it's legal but competes in aggressive shells that rarely want a three-mana 3/2 with a conditional bonus. Legacy and Vintage are both legal on paper, but Sickle Dancer sees zero play in those formats — the power bar is simply too high.
