Shuriken deals 1 damage and taps a creature — but the real cost is that your Ninja has to stay attached to it, opening you up to a two-for-one the moment your opponent has a removal spell. It's a narrow ninjutsu enabler, and outside that specific shell, it doesn't do enough to justify the slot.
