In Commander, Shrine of Piercing Vision belongs exclusively to dedicated Shrine synergy decks — outside that context, two mana for a slow scry engine doesn't compete with cantrips or repeatable draw. Legacy and Vintage have no interest in it; those formats demand immediate impact, and Shrines as a theme don't register there. Modern technically supports it, but Shrine decks in 60-card formats are a fringe casual strategy at best, so Shrine of Piercing Vision sees effectively no competitive play.
