Shrine of Piercing Vision is a scry engine that scales with the number of Shrines you control, letting you stack your draws while the artifact count climbs. The two-mana entry cost is fine, but the payoff is conditional enough that you only run it when you're already committed to a Shrine-heavy build.

In Commander, Shrine of Piercing Vision belongs exclusively to dedicated Shrine synergy decks — outside that context, two mana for a slow scry engine doesn't compete with cantrips or repeatable draw.
