Commander is where Shrine of Loyal Legions does its best work: multiplayer games run long enough for the counter accumulation to reach critical mass, and white-heavy token and reanimator shells cast enough spells per game to make the payoff enormous. In Legacy and Vintage it's legal but irrelevant — the formats are too fast and the Shrine asks for too many turns of setup. Modern has the right speed range in theory, but dedicated token strategies have more efficient payoff cards and the Shrine rarely makes the cut. Oathbreaker is a reasonable home in white-heavy builds that cast the same planeswalker repeatedly, though the format's faster clock cuts into how many counters you realistically accumulate.
