In Commander, Shriekhorn is a niche piece: three cards of mill across a whole game is negligible against 100-card libraries unless you're refreshing its charge counters or looping it repeatedly. Graveyard-centric decks that can abuse proliferate, blink, or artifact recursion are the only homes where it pulls its weight. In Pauper, the common-legal mill landscape is competitive and Shriekhorn's low output makes it a fringe option at best. Legacy and Vintage have faster, higher-volume mill and combo options that simply outclass it. Treat Shriekhorn as a Commander-first card, and even there, only in the right shell.
