Shredder's Armor is a Commander card through and through — devotion payoffs scale with the redundant permanents a 100-card singleton format encourages, and free-equip on a counter-laden creature is most abusable when you're building around a specific synergy. In competitive 60-card formats like Modern and Pioneer, the setup cost is too awkward: you need sufficient black devotion and a creature already carrying a counter before the equip trigger fires for free, which asks too much across two cards in a faster game. Legacy and Vintage have no interest. Standard is legal but the card sees essentially no play there — the power floor is too conditional for aggressive or midrange contexts where simpler equipment wins.
