In Pauper, the common restriction actually elevates it: white has fewer draw options at common, and a two-mana cantrip that advances a go-wide or counters synergy deck is genuinely useful. Modern and Legacy have no interest — the formats are too fast and the effect too small to matter when you're not building around counters.
