Shoreline Raider is a 2/3 Merfolk Soldier with protection from Kithkin — a defensive keyword that does essentially nothing in Commander, where Kithkin are nearly nonexistent. A three-mana 2/3 with irrelevant protection is a filler creature, and there are better ways to spend three mana in any Merfolk shell.

Shoreline Raider sees no meaningful play anywhere it's legal. In Commander, Merfolk tribal decks have access to far more impactful three-drops, and protection from Kithkin is a dead ability against the field. Pauper is its most plausible home in theory — a 2/3 for three at common has a baseline — but even there the ability is dead weight and the stat line undersized. Legacy and Vintage have no interest in it. Shoreline Raider is a bulk common that fulfilled a limited-format role and never crossed over to Constructed.
