In Commander, Shoreline Looter belongs in any Dimir or Grixis shell that casts a high density of instants and sorceries — it's a cheap, consistent source of card selection that scales with the deck's spell count rather than demanding dedicated support. In competitive non-rotating formats like Legacy and Modern, a two-mana 2/1 that loots conditionally sits well below rate — there are faster, unconditional looters at one mana that see play instead. Pioneer and Standard are the formats where Shoreline Looter has its best shot outside Commander, particularly if a spell-heavy blue shell lacks two-drop card selection, but it still requires enough instants and sorceries in the format to fire consistently. Across all formats, the card's ceiling is determined entirely by spell density — in low-count spell builds, it's a 2/1 that loots once or twice; in high-count spell builds, it's a miniature engine.
