In Commander, Shoot Down fills the role of a catch-all counterspell at a cost that's acceptable but not exceptional — three mana is competitive with Dissolve and Sinister Sabotage, which cantrip on top of doing the same job. Where Shoot Down earns its keep is the unconditional targeting: creatures and planeswalkers cover the majority of threats you actually need to stop before they resolve. In Pauper, it's a legitimate option in blue control shells where unconditional interaction at common is genuinely scarce. Legacy, Vintage, Modern, and Pioneer all have cheaper or more flexible options available, so Shoot Down rarely makes the cut there.
