Shockmaw Dragon is a Commander card through and through — the ping-each-opponent clause is irrelevant in one-on-one formats, and six mana for a 4/4 is nowhere near competitive in Legacy, Vintage, Modern, or Pioneer. In Commander, it fits a narrow but real niche: dragon tribal decks that go wide in the air, or Marisi, Breaker of the Coil and similar attack-incentive commanders where forcing multiple combats turns the drains into meaningful chip damage.
