Shoal Serpent is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but that breadth doesn't translate to playability. In Commander, a six-mana 7/7 that sits out its first attack is simply outclassed — Arixmethes, Slumbering Isle and Inkwell Leviathan do more for less friction. In Pauper, where it's a common, the tempo loss of entering tapped and needing a counter to attack disqualifies it from any aggressive or tempo shell. Legacy and Vintage have zero interest in a vanilla-adjacent sea serpent at six.
