Commander is where Shipwreck Singer earns its keep — three opponents means the forced-attack effect applies to far more creatures than in any 1v1 format, and the political dimension of redirecting aggression is meaningless in a duel. In Legacy and Vintage, a 1/1 for two mana with no immediate board impact is simply too slow against the formats' threats and disruption density.
