Shinechaser enters with flying and lifelink as long as you control an enchantment or a modified creature, making it a live threat in any deck built to enable those conditions. Two mana for a keyword-stacked flier is efficient when the deck does its job, but a vanilla 2/2 is the punishment for drawing it in the wrong order.

In Commander, Shinechaser slots cleanly into enchantress builds and Voltaic or Aura-based strategies where modified creatures and enchantments are the deck's entire identity — conditions it meets reliably. Competitive constructed formats largely ignore it; Modern and Pioneer have two-drops that don't ask you to build around them to be playable. Legacy has no interest. Shinechaser is a Commander card through and through, and even there it earns its seat only in the decks that trigger it consistently, not as a generic two-drop.
