Shield Wall is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legal doesn't mean playable. In Commander, a two-mana sorcery-speed toughness pump affects exactly one combat and does nothing outside of it — that's an unacceptable rate in a 100-card singleton format where every slot competes against interaction, ramp, and card draw. Legacy and Vintage have access to every efficient combat trick ever printed, and Shield Wall doesn't make that cut either. Pauper is the one format where defensive commons occasionally find a home, but even there the card requires a very specific life-total-stalling gameplan to see any real play.
