Legacy, Modern, and Vintage are legal but uninterested: equipment that grants no power, no evasion, and a conditional ward trigger cannot compete in those formats where threats and answers move faster. Oathbreaker is the one non-Commander 60-card-adjacent format where it sees play, and the same logic applies — it protects a planeswalker-commander in a slower, more political environment.
