Shield Bearer is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legality is not the same as relevance. Banding almost never appears in optimized lists across any of these formats, and Shield Bearer offers nothing outside of that mechanic — no power, no toughness worth protecting, no ETB. In Commander, the 99-card singleton format with infinite room for better defensive creatures, it has no practical slot. Pauper is the one format where budget constraints occasionally surface oddities, but even there, a 0/3 for two mana with a deprecated combat keyword doesn't make the cut.
