Commander is where Sheoldred's Restoration does its best work — graveyards fill fast, targets are plentiful, and three mana to reanimate anything is a bargain when your opponents are playing Blightsteel Colossus and Elesh Norn. In Modern and Pioneer it's competing against Persist, Unburying, and other dedicated reanimation suites that are either faster or more redundant, so it rarely cracks those lists. Legacy and Vintage move too quickly for a sorcery-speed three-mana effect to matter. Stick to Commander and Oathbreaker, where the card does exactly what it promises.
