In Commander, Shatterskull Minotaur finds its best home in Minotaur tribal builds or sacrifice-matters decks that can recur or flicker it to drain the table multiple times. Outside Commander, it's technically legal in Modern, Pioneer, Legacy, and Vintage, but six mana for a creature with no evasion and no immediate board protection doesn't meet the bar in any of those formats.
