Shatterskull Charger is a fringe Commander card, almost exclusively in Aegar, the Freezing Flame builds where the excess-damage synergy is relevant enough to justify the slot. In Modern and Pioneer it has never found a home — the statline isn't competitive at three mana even with trample, and the land-count scaling requires a dedicated ramp shell that those formats don't support at this slot. Legacy and Vintage have no interest in it. Commander is the correct and essentially only format for Shatterskull Charger, and even there it's a role-player in one specific deck rather than a broadly playable card.
