Shattered Dreams makes an opponent discard a card of your choice — conditional on controlling a black creature, but that condition is trivially met in any black deck. One mana, surgical discard, no hoops beyond your own board state: it's a clean rate.

In Commander, Shattered Dreams is a one-mana one-for-one that strips the scariest card from a target opponent's hand — fast enough to fire on turn one and specific enough to pull a combo piece before it lands. Legacy and Vintage have Thoughtseize and Inquisition of Kozilek eating this slot, so Shattered Dreams sees virtually no play there despite being legal. Modern is the same story: the competition is too stiff. Commander is where it has a real argument, particularly in black creature decks that want cheap early disruption and don't have the budget for top-tier hand attack.
