Shape Stealer is a Commander card — that's where the variety of threats makes its ability relevant, since you'll reliably face creatures worth copying. In Legacy and Vintage, the creature pool is powerful enough that the effect could matter, but one-mana 1/1s that don't affect the board immediately don't survive those formats' tempo demands.
