Shape Stealer is a Commander card — that's where the variety of threats makes its ability relevant, since you'll reliably face creatures worth copying. In Legacy and Vintage, the creature pool is powerful enough that the effect could matter, but one-mana 1/1s that don't affect the board immediately don't survive those formats' tempo demands. Modern is similarly hostile to creatures that need to wait for a block to do anything. Commander is the sweet spot: multiplayer tables consistently put giant threats across from you, and Shape Stealer's floor of 'trades with something massive' is genuinely useful in a format where chump-blocking is otherwise embarrassing.
