Shape Anew destroys a target artifact you control and replaces it with the first artifact off the top of your library — which means in a deck built around it, that's always the artifact you want. Four mana at sorcery speed is the tax, but when the payoff is cheating an Blightsteel Colossus or Darksteel Forge into play on turn four, the cost is irrelevant.

Shape Anew is a Commander card through and through — the singleton format lets you load your deck with exactly one high-impact artifact and treat Shape Anew as a tutor-plus-cheat-into-play stapled together. In Legacy and Vintage it's seen fringe play in Eggs-style or artifact combo shells, but faster and more consistent options crowd it out at those power levels. Modern has similar problems: the four-mana sorcery speed is punishing in a format where interaction comes faster and cheaper. Commander remains the format where Shape Anew does exactly what it promises, especially in artifact commanders that generate expendable tokens to sacrifice.
