Shady Informant is legal everywhere but finds a real home in exactly one place: Commander, and only in decks that actively want self-mill as a resource. In competitive 60-card formats — Modern, Pioneer, Legacy — dedicated graveyard strategies have faster, more efficient enablers that don't cost a creature slot. Pauper offers the most plausible fringe case, where the creature type and incidental draw might matter in a tribal or value shell, but even there the rate is unexciting. In Commander, Shady Informant belongs in Millicent, Dimir self-mill, or reanimator shells where every card in the graveyard is a resource — outside that context, cut it.
