In Commander, Shackles of Treachery earns its slot in decks that can break the symmetry of the steal — sacrifice outlets, combat tricks that end the game on the spot, or commanders like Kardur, Doomscourge that reward attacking with someone else's creature. Outside Commander, it's legal in Legacy, Modern, Pioneer, Pauper, Vintage, and Oathbreaker, but it sees virtually no play in any of them; those formats move too fast for a sorcery-speed effect that leaves no permanent behind.
