Shackle Slinger enters and taps an opponent's creature, then threatens to keep doing it every turn by spending two mana to untap itself — a repeatable soft-lock on one attacker or blocker. The cost is real: two mana per activation is slow, and a 2/3 body dies to most removal before you get value.
