Sewer Shambler is a bulk common that sees essentially no play outside of Limited, where swampwalk and a late-game scavenge trigger are occasionally relevant. In Commander, a 2/2 for three with a conditional evasion ability is nowhere near the power floor — every black deck can find stronger three-drops, and swampwalk is nearly useless in a four-player pod unless you're targeting a specific mono-black pilot. Pauper is the one format where Sewer Shambler could theoretically exist, but the scavenge cost is too steep and the body too small to justify a slot over basically any other common threat.
