Sever the Bloodline exiles a creature and every other copy of it by name — a clean answer to token floods and commanders that recur repeatedly. Four mana at sorcery speed is the real cost, but the flashback means you get two shots at it for seven total.

Commander is where Sever the Bloodline earns its slot: exile-all-copies wipes out token armies in one shot and permanently removes a problem commander from the graveyard recursion loop. The flashback makes it a two-for-one threat in long games, which is exactly what Commander rewards. In Legacy and Vintage the four-mana sorcery speed is a liability — those formats move faster than this card can keep up with, and more efficient spot removal dominates. Oathbreaker sits closer to Commander in pace, so the same logic applies there.
