Seton's Scout is a two-mana 1/1 that grows with each Druid you control — in the right shell, it becomes a legitimate combat threat without spending a single card to pump it. The payoff is real, but it's entirely parasitic: outside a dedicated Druid tribal deck, Seton's Scout is a 1/1 for two with no floor.

Seton's Scout only does anything in Commander, and specifically in Druid tribal Commander — the format's singleton density of Druids means you'll often have five to ten on board, which turns the Scout into a genuine attacker. In Legacy and Vintage it's technically legal but has never seen play; no competitive Druid synergy exists in those formats to justify a two-mana 1/1 with no enters-the-battlefield effect. Oathbreaker follows the same logic as Commander — viable in a Druid-centric build, invisible everywhere else.
