In Commander, Serpent of the Endless Sea earns its slot in mono-blue or heavily blue decks running 20-plus basic Islands, where it reliably hits double-digit stats and blanks blue opponents with islandwalk. Outside of those shells — say, a five-color good-stuff deck with only a handful of Islands — it's unplayable. In Pauper, where mono-blue Delver and similar Island-dense strategies exist, it's a fringe threat that loses out to more consistent commons. Legacy and Vintage have far too much efficient interaction for a vanilla creature to matter, regardless of size.
